Tumbuh bagai cendawan selepas hujan


Lambakan pangsapuri perkhidmatan yang `tumbuh bagai cendawan selepas hujan’ di Johor terutama dalam kawasan Iskandar Malaysia perlu dikaji semula agar ia tidak menimbulkan masalah jangka panjang di negeri ini.

Menteri Besar, Datuk Seri Mohamed Khaled Nordin berkata, laporan menerusi Pusat Maklumat Harta Tanah Negara, Jabatan Penilaian dan Perkhidmatan Harta menunjukkan sebanyak 86,430 unit kediaman jenis tersebut diluluskan pembinaannya sehingga suku pertama tahun ini.

“Sedangkan saranan IRDA (Pihak Berkuasa Wilayah Pembangunan Iskandar) dalam melalui pelan pembangunan komprehensif sehingga 2025 menyatakan Iskandar Malaysia hanya memerlukan 26,677 unit pangsapuri perkhidmatan sahaja.

“Pangsapuri perkhidmatan pada hari ini diurus niaga melalui penjualan dan bukan sewa, maka ia sudah tentu mendatangkan banyak masalah,” katanya kepada pemberi¬ta selepas menyempurnakan Majlis Pecah Tanah Rumah Mampu Milik Johor (RMMJ) di Taman Sierra Perdana, Masai, dekat sini semalam.

Yang turut hadir, Pengerusi Jawatankuasa Perumahan dan Kerajaan Tempatan negeri, Datuk Abd. Latiff Bandi dan Ketua Pegawai Eksekutif Shiya Sdn. Bhd., Abdullah Yusup.
Menurut Mohamed Khaled, selain pembeli bakal dikenakan cukai harta yang tinggi kerana kebanyakan pangsapuri perkhidmatan dibina di dalam zon perdagangan dan bukan zon perumahan, masalah yang bakal timbul adalah apabila ia dijadikan kediaman keluarga.

Katanya, pangsapuri perkhidmatan yang telah diluluskan pembinaannya tidak tertakluk kepada syarat pembinaan sekolah, dewan, masjid dan kemudahan awam lain yang diperlukan sesebuah keluarga.

“Disebabkan ada kecenderungan pemaju membina banyak pangsapuri perkhidmatan, kita akan kaji balik perkara ini dan kerajaan negeri mengarahkan Jabatan Perancang Bandar dan Negeri Johor (JPBD Johor) berbuat demikian dan mewujudkan garis panduan baharu berhubung pembinaannya,” jelas beliau.

Dalam perkembangan lain, Mohamed Khaled berkata, had minimum kelayakan di bawah RMMJ ditingkatkan kepada golongan berpendapatan isi rumah RM8,000 berbanding RM6,000 sebelum ini dengan mereka yang mula menerima kunci rumah akan turut menerima bantuan RM1,000 daripada kerajaan negeri.

Tambah beliau, kerajaan negeri menetap sasaran sebanyak kira-kira 20,000 unit RMMJ dalam kawasan Iskandar Malaysia, namun terdapat keperluan untuk membina lebih banyak kediaman jenis itu memandangkan permintaan mencecah lebih 30,000. “Kita akan melakukan ‘open balloting’ dengan proses penyediaan sedang dirangka pihak perumahan dan dijangka selesai dalam masa empat atau lima bulan,” katanya.

PR1MA: Pinjaman 110 peratus


Perdana Menteri, Datuk Seri Najib Tun Razak berkata, tawaran pinjaman sebanyak 110 peratus akan dipanjangkan kepada pembeli rumah Projek Perumahan 1Malaysia (PR1MA) daripada institusi-institusi kewangan terpilih.

Katanya, ini sebagai kelangsungan daripada usaha kerajaan bagi membantu dalam isu perumahan rakyat.
“Pembiayaan ini supaya semua pembeli mampu memiliki rumah, manakala 10 peratus lebihan pembiayaan adalah bagi menampung kos tambahan seperti guaman dan insurans.

“Juga, Skim Pembiayaan Sewa-Beli atau rent-to-own turut ditawarkan sebagai bantuan kepada golongan pertengahan memiliki rumah,” katanya dalam entri terbaru beliau di blog Najib.razak.com malam ini.

Najib dalam pembentangan Bajet 2015 di Parlimen pada Oktober lepas mengumumkan kerajaan akan menangani isu pemilikan rumah dengan harga berpatutan melalui pembinaan 80,000 unit rumah di bawah PR1MA dengan peruntukan RM1.3 bilion.
